World Trade Organization stands for free and predictable trade between countries. It aims to abolish trade distorting practices between countries such as quotas and subsidies in a phased manner. It does not however, aim at zero tariffs. WTO has GATT, GATS and TRIPs as the main agreements. Pakistan has been the founding member of GATT since 1948 and the member of WTO since 1994.

The World Trade Organization (WTO) Cell was established in the Planning & Development (P&D) Department in March, 2003. then the Cell was transferred from P&D Department to Commerce & Investment Department in July, 2009. Subsequently the Commerce & Investment (C&I) Department was merged in Industries, Commerce & Investment Department (I.C&I) in February, 2011.
